Oversubscribed area, poor service, no credit. - 12MB Broadband DSL

Paying for 12 mbps Internet, gettting less than 2. Some days Internet is out completely. All Windstream subscribers here seem to be in the same boat. (I'm a computer tech, so I hear many complaints about Windstream Internet).

Windstream techs say the city is oversubscribed and Windstream cannot provide the speeds we are paying for. They say new equipment will be added in October 2012, but problem has existed since at least mid-July, when speeds began degrading even more quickly.

2 Windstream Techs acknowledged (in writing, via Live Chat sessions) the known issue in this area, and promised that if I call Windstream Billing, I WILL be issued credit. But Windstream Billing refuses to issue any credit to me for poor/non-service with no fix any time soon.

Myself and others have filed complaints with the BBB and the state public service commission, but I have yet to be issued any refunds for service I am paying for but NOT receiving. Meanwhile, Windstream continues to advertise for new Internet customers in Douglas, GA, while not even being able to support the ones they have.

Additionally, Windstream phone reps have not retuned calls when promised, they have closed a trouble ticket without my knowledge or consent (and without problem being fixed), and I continue to get the runaround from Billing.
