first water bill

I am on a fix income I get social security on the 3rd of every month I paid 150.00 deposit to get my water turn on at my new home. I get my first bill and for 11 days it is 70.50. They added a 25.00 charge to set up my account that they said they will not waive and if I do not pay the 25.00 I not only will be hit with a 15.00 late fee but I could be disconnected for not paying there administrative fee for setting up my account which I cannot afford. If I do pay it I have to take it from my food bill which means I will not eat the last 5 days of the month I am disable in a wheel chair and a shut in they don't care. Also I do not get my social security check until the 3rd of the month my bill is due on the 2nd I ask them if they could change the billing date until the 3rd and they said no. If I do not pay it until the 3rd I am assess a late fee of 15.00 which brings my bill to 85.50 so they got 150.00 dep a 25.00 administration fee and now a 15.00 late fee every month my water bill is 20.58 for the actual bill. Then on the bill they got a fee of 6.91 I ask them what that is for they said for sending me a bill every month they charge me. If I pay this bill on line or over the phone I got to pay a 5.50 convience fee they told me because they are a private company they can do this so all said an done is either I pay it all or I lose my water. so 70.50 bill with a 25.00 admin fee a late fee of 15.00 and a convience fee of 5.50 brings my 20.00 water bill to almost a 100.00 plus they got a 150.00 deposit from me so my complaint is how can they get away with this and what can I do about it
