Can't get my Access Acct. unlocked or speak to a human

I am so frustrated right now. I have tried for (2) weeks to get through the DCF Re-Certification line and can't speak to a human. I am disabled and this is my month to re-certify and I am at a dead end. I received an email back from a staff member a week and a half ago asking for a few more peices of information and then he could assist me in unlocking my account. I have not heard from anyone. No staff member has contacted me even though I have send several emails, tried more then 25 times via phone and sent two letters in and one request to get an application in the mail. I can just pull my own hair out. I feel this is a scam just to stall us from getting out benefits. Just like the scam they have been pulling for I know for sure the past two years. Once you have re-certified then they send you a letter with an appointment for a phone interveiw. Ha!!! What a joke. The letter is dated at lease a week after the post mark date on the envelope and you receive the letter after your appointment date. On top of that the number and ext. they give you to call is unreal. You can't leave a message because their voice mail box is always full. This is a serious problem and it is a scam. What can we do to get to the bottom of this. I am at the end of my rope. I have anxiety and panic disorder. I feel like I am just can't take it anymore but I need this or I don't eat. Please does anyone know what route do I take. This is beyond stressing me out.
