Toshiba has gotten real bad
I run a Computer Repair Shop and used to be a Dell field service tech so I no all the ins and outs of this business. I had a broken Toshiba laptop come into my shop that had a bad hard drive and was under warranty. The laptop was barely 2 months old and I'm not blaming Toshiba for that can happen to anyone. I ordered a replacement hard drive on line for this unit and later received an email from Toshiba telling me the drive they are sending me is blank so I will need recovery media. I have been through this many times with many different Companies but next Toshiba tells me it will cost an additional $40 for the recovery media. The laptops is under warranty and the hard drive failed yet I have to pay additional money to put Windows back on the hard drive. After all was said and done this Toshiba rep tells me the only way to get the operating system on the laptop is to ship it to their repair center. I said OK so cancel my drive order and I'll ship the laptop in. The agent comes back and tells me HECAN'T STOP THE DRIVE ORDER. I'm done with Toshiba if that is how they take care of their customers.
