CoolHandle Hosting

I hosted with Coolhandle in 26/02/2012 - cancelled in June and only used them for 4 months. I paid for two years service but my partner and I decided to host my domains in a reseller account and as such I transferred all my domains to a reseller account. I cancelled my account with Coolhandle and requested for refund for the remaining one year and 8 months. Up until now they have refused to do so. The other 3 hosting companies I had hosted with did not have a problem in refunding me for the months they were not hosting my domains. Is it really ethical to take money from a customer in the pretense of policies etc. How can Coolhandle justify keeping my money for almost two years for providing no service at all. Is this legal? Who regulates Hosting companies? I am so desperate to have them pay back what they owe. I managed to find out as well that so many people have been complaining about them in the RifOff website similar case to mine but no one is really doing anything to help people like us or give advise on where to report them to get money back. Adam R of Coolhandle is a nasty person, he will not pay and will continue sending email about their policies as reason why they will not pay. If I were paying on a monthly basis, this would not have occurred and regret having to pay in advance. I really need help on this.
