Billed me for an extra month, no response or refund - Cable and internet service

This is a Complaint / Review about windstream.

I cancelled my windstream service in person at their office in State College, PA, because I was moving out of the area. The next month (July), they auto-billed me for internet and cable despite the cancellation. I called them, and they said they would send me a refund check in the mail. I waited a month, no check.
I received an e-statement in August for the full amount of cable and internet again. I called customer service, and was informed that the most recent statement was false, and that my check for the original refund was still en route. This representative informed me that the amount of my refund had decreased by two dollars (presumably to cover postage? Not sure why: they took the money to begin with when they had no reason to. I was no longer a customer.)
After a few more weeks passed, I inquired after the check by email, hoping to receive a more satisfactory response. I promptly received a message saying they had a high volume of complaints (big surprise) and asking for my patience.
Nearly a month has elapsed since then. I have received neither a check not an email from Windstream. They have essentially stolen one bill's worth of money from me.
The first time I contacted Windstream about this (by telephone) I informed them that my mailing address had changed (it was the whole reason I had cancelled service.) I assume they sent my refund to my old address; why they haven't simply cancelled that check and sent me another one (i.e. admitting their mistake and giving me the benefit of the doubt) is beyond me.
